More than 1,200 foreign residents in Portugal filed a formal complaint with the Ombudsman over changes to the Nationality Law.
The group is represented by ten lawyers and includes many golden visa holders and other investors.
The complaint says the law changes jeopardize the rights and legitimate expectations of thousands of applicants and holders.
A major concern is the increase in the number of years required to obtain Portuguese nationality.
The movement grew from hundreds of investors to 1,260 signatories before the complaint was formalized.
The documents submitted also included proposals to amend the law.
